Adds FULL_UPGRADE = True to OpenMediaVaultDriver.

A plain apt-get upgrade holds back OMV's own packages and the kernel. omv-upgrade is a dist-upgrade. netOrk reads the attribute when it upgrades a host and runs apt-get dist-upgrade instead (MVP 5, step N4).

Tests: pytest tests/ passes, 4 tests including the new test_full_upgrade.py.
