Every CI run on master fails before a single test runs. That includes 995282c, 4dd0fc2, 5d193ba and efba433, and every Python version in the matrix (3.9 to 3.12):

Cause
.github/workflows/ci.yml runs pip install -e ".[dev]". pyproject.toml declares napalm_device_types>=0.2.0, so pip looks for it on PyPI. The package lives in git.netork.io/NAPALM/napalm-device-types. PyPI only has an unrelated 0.1.0.
netOrk installs the vendor drivers in a fixed order for exactly this reason: vendor-drivers.txt puts napalm-device-types first, from git.
Effect
The suite has not been run by CI for a while. Changes have been tested only locally. For 995282c (port forwards, NetOrk/netork#504) that was 287 passed locally.
Fix
Install napalm-device-types from git (git+https://git.netork.io/NAPALM/napalm-device-types.git) before pip install -e ".[dev]", as netOrk's Dockerfile does. The runner on build-01 (napalm-runner) is there, so CI starts; it just never gets past the install step.
